These seem to be in declining order from the highest on down and are 2024 salaries. The detailed budget for the year ending 6-30-26 will show you what was budgeted by department. You can type in the name of the person or department here to get a cross-reference to get you close. CFO Luisa Ott is no longer with the district since her criminal charges for fraud.
Let’s begin with President Jacqueline Elliott whose pay is listed as $300,381 in 2024 for openpay.gov. The 2026 budget shows a salary of 271,739 but this doesn’t include payroll taxes, health insurance and contributions to the state retirement system, which seems to push total cost of compensation to close to $400,000. The exact amount isn’t important. But let’s compare it to Pinal County Government.

The highest paid employees are the Chief Medical Examiner and Medical examiner (real doctors, not PhD’s), neither of which make as much as Ms. Elliott. Her salary is 30% higher than that of County Manager Leo Lew who is responsible for nearly three times the number of employees and around ten times the budget. Can anyone explain this – with a straight face.
